- United States
- Iran, Syria, Cuba, North Korea
- Crimea, Donetsk, Luhansk (Ukraine occupied territories)
- Any jurisdiction under comprehensive US economic sanctions
Allowed: Everything else. No whitelist — just the blacklist above.
